Fiorello Laguardia (played by Tom Bosley) returns home from World War I and resumes the political career that made him a three-term mayor of New York City from 1934 to 1945.

Fiorello recounts the early career of New York City's legendary mayor, Fiorello Laguardia, a political reformer whose social programs inspired United States president Franklin D. Roosevelt's New Deal. Here, Laguardia, accompanied by fellow WWI soldiers, receives a hero's welcome in New York harbor after his return from the battlefields of Europe.

In the design by Jean and William Eckart, newsreel footage fades into the staged homecoming, complete with red, white, and blue streamers.
